What actually happens to the file

When a tiled text watermark is not enough
A tiled watermark is a visible deterrent and a way to mark drafts, not an access control. Anyone with the file can still open, read, copy and forward it; the watermark just makes an unauthorized copy easy to identify. If the goal is to stop the file being opened at all, that is a password, not a watermark, and the two are separate steps that can be combined: watermark first, then protect the result.
Checking the result
Open the downloaded file and confirm the text reads correctly on at least one page, especially with non-Latin scripts, and that the tiling does not obscure content you need to keep legible. If it does, the fix is a shorter watermark string rather than a settings change, since spacing and size are not adjustable.
