Smallpdf is a mature commercial product with a free tier. AstralPDF is a free browser tool with no paid tier at all. Comparing them on features alone misses the point, because they are aiming at different things.
What Smallpdf is
A hosted suite: files go to their servers, get processed, and come back. Around that they have built e-signing, OCR, Office conversion, storage and team accounts. The free tier exists to introduce the paid one, which is a perfectly normal way to run a business and is worth paying for if you use those features.
What AstralPDF is
A set of tools that run in your browser and nothing else. There is no server doing the work, no account, and no paid tier. That limits what we can offer and it also removes the reasons a free tier is usually restricted.
Every tool on AstralPDF runs inside your browser tab. Files are read into memory, worked on, and handed back as a download. No upload step exists, which you can verify by loading a tool, disconnecting from the internet, and using it anyway.

The honest recommendation
If you sign documents, convert Office files or need a team account, Smallpdf earns its subscription and we are not a substitute. If you mainly merge, split, compress, rotate or protect PDFs and would rather your documents stayed on your machine, there is no reason to pay for that and no reason to upload them.
